Ray T. Horoho


Mr. Raymond Thomas Horoho is Director, Administration and Resources Office of the Deputy Chief of Staff G-3/5/7 at United States Army (since December 2009). Prior to this, he was Director of the Civilian Senior Leader Development Office at US Army (February 2008 to December 2009) and Deputy to the Deputy Assistant Secretary of The Army for Reserve Affairs at Headquarters Department of the Army (March 2003 to July 2006) wherein he was responsible for policies and practices surrounding the training and employment of Army Reserve and National Guard units at home and abroad.

Mr. Horoho is a Certified Human Capital Strategist.

Ray has 30 years’ experience as an Army leader, both in uniform and as a civilian executive. He has extensive management and hands-on experience in both public and private sector operations in the area of workforce development and capabilities utilization. He capably applies executive competencies of leading change, leading people, applying results driven approaches, building coalitions and the leadership competencies associated with business acumen in all actions. He has done extensive work at both the strategic and operational level in the areas of: policy development and implementation, leadership development as the centre piece of a Human Capital Strategy, operations and planning, and human Capital Strategy.

He earned his Master’s in National Security and Strategic Studies from the Naval War College in 2006-2007. He has a B.S. in Education from the University of Rhode Island (1978-1982).

  • Legion of Merit
