Jeff Vargas


Mr. Jeffrey Vargas is the Chief Learning Officer (CLO) for the United States Department of Energy – National Nuclear Security Administration (NNSA) wherein he is responsible for designing and implementing NNSA’s talent and leadership vision and overseeing the development and execution of NNSA's training and career development policies and programs. He has directed the design, development, evaluation, and coordination of more than 20 career-related training workshops for both government agencies and the private sector.

Prior to this, he served as a Diversity Manager for NNSA (2005-2007) where he supported NNSA's $50 million dollar HBCU program and he managed diversity training programs. He also created the DOE/NNSA generational differences training program. He is viewed as a national expert and consultant on how federal entities can improve their generational competencies. He worked as a Senior Recruiter at U.S. Department of Energy (1995-2005) and Training Specialist at State Department Federal Credit Union (1988-1995).

Jeff has devoted himself to improving the representation of Hispanics in the Federal government for more than a decade. From 2003-2005, he served as the Chair of the National Council of Hispanic Employment Program Managers where he created the Hispanic Youth Symposium. From 2001-2005, he served as the Department of Energy National Hispanic Employment Program Manager. He directed and coordinated the Department’s employment-related outreach activities directed to the Hispanic community. He is known as a person of influence in the federal community and amongst federal leaders.

He holds a B.S. in Economics from the University of Maryland College Park, and also a Training Specialist Certificate Program from Georgetown University. He also went to Andrews University and Takoma Academy for his education.
