Position: Human Capital Consultant (Senior and Junior)
Description

If so, the Center for Human Capital Innovation (CHCI) may have the opportunity you’re looking for. Our mission is better government through human capital management and we’re looking for a few talented consultants who share our passion.
CHCI has an immediate need for senior and junior human capital consultants and analysts to join our Consulting Team and assist on a number of exciting projects for government. Those selected will be responsible for supporting federal client groups through strategic thought leadership, consulting on people processes, change management, leadership development and other human capital specific or business related initiatives. You will partner with other public and industry leaders to develop and implement innovative human capital processes, talent management strategies and help drive employee engagement and retention through a variety of initiatives.
As an experienced senior consultant, you will be generally self-directed and will work both independently and as part of a team on complex issues, serving as a resource/consultant to others. In addition to consulting, you may be responsible for a wide array of tasks on projects, including administration, research, data analysis, reporting, etc. in support of all human capital initiatives.
As a junior consultant, you will work under a team leader and contribute through a wide array of tasks on projects, including administration, research, data analysis, reporting, etc. in support of all human capital initiatives.
Support the planning, organizing, and leading of tasks and projects and ensure the quality of client deliverables. Leverage and improve upon civilian workforce planning and recruiting frameworks and methodologies within the civil and defense markets. Demonstrate knowledge of government, best practices in human capital management, and market trends in providing recommendations to clients based on best practices. Interpret results from multiple project components and translate these findings into clear and compelling recommendations and solutions. Apply fully developed consulting skills and functional knowledge of strategic recruiting in the execution of assignments.
Qualifications
- Bachelors degree in Business, Public Administration, Policy, Political Science or a Human Capital or related discipline, MBA, MA, or MS degrees preferred
- 5+ years of Human Capital experience (for senior positions)
- 3+ years supporting a business line/function requiring strong consulting, problem solving and analytical skills (for senior positions)
- Strong history of quickly building relationships, gaining credibility and partnering with business leaders and human capital colleagues with a focus on achieving results.
- Strong consultative, interpersonal, communication and presentation skills.
- Demonstrated project management skills.
- Ability to develop strong, trusting relationships with all employees at all levels
- Accustomed to maintaining confidential information
- Ability to work with ambiguity
- Ability to travel on occasion
- Previous experience working in a high performing, dynamic and growing organization helpful
Additional Qualifications:
- Experience with leading or conducting strategic recruiting or workforce planning
- Knowledge of using recruiting or workforce planning analytic tools and software
- Ability to interact effectively with all levels of management
- Possession of excellent oral and written communication skills
- MBA, MA, or MS degree preferred

Position: Account and Business Development Manager
Description

Our mission is better government through human capital management and we’re looking for a few talented people who share our passion.
CHCI has an immediate need for an experienced Account and Business Development Manager to join our team and assist on a number of exciting projects. The Account and Business Development Manager will serve as the primary business contact for the client and is responsible for client satisfaction. The Account and Business Development Manager is expected to consistently provide excellent customer service to accounts, as well as represent client needs and goals within the firm to ensure quality of service delivery. In addition, the Account and Business Development Manager will build relationships with new prospective clients and existing clients to encourage new and repeat business opportunities.
The Account and Business Development Manager will serve as the liaison between CHCI and its clients and sponsors, the incumbent must ensure clients and sponsors are receiving, perceiving and verifying value from their CHCI investment and partnership.
Core Responsibilities:
- Manage deliverables, exceed sponsor expectations and ensure all agreed deliverables are completed on time and within the CHIC set standards of excellence.
- Organize, schedule and conduct quarterly program reviews regarding deliverables, expectations, engagement and communications.
- Maintain monthly contact (at a minimum) with marketing and/or key stakeholders from each client to assure full engagement and support.
- Leverage and manage business development, client management and project management software (i.e. Salesforce, ActiveCollab, etc) to track and document all communications and measurement of ROI.
- Collect intelligence on sponsor business needs, activities and growth to drive additional sales opportunities.
- Represent CHCI at local events and develop relationships with other organizations and associations that align with corporate values and mission.
- Assist in lead generation and sales calls in the DC area.
- Work closely with the team in order to maintain a continuous knowledge of project status in order to identify potential issues and/or opportunities within or related to the project.
- Understand CHCI’s capabilities and service, and effectively communicate all offerings to clients and prospects.
- Reports to the VP of Business Development, providing regular input on all account activity, including status and reports on a weekly basis.
Requirements:
- Proven account management skills required in order to create, maintain and enhance client relationships
- Knowledge of using talent management analytic tools and software
- Minimum 3 years of account/project management experience
- Extremely detail oriented
- Technical competence (Experience with SalesForce and ActiveCollab a plus)
- Motivated, goal oriented, persistent and a skilled negotiator
- High level of initiative
- Thrives in a team environment
- Excellent written and oral communication skills

Position: Administrative Assistant and Events Coordinator
Description

As our administrative assistant and events coordinator, you’ll contribute to every aspect of our operations. You will administer our financials, greet our guests in person and by phone and manage the many details necessary to deliver excellent events for our members. In this role you also will provide executive assistant services to a growing team of partners, consultants, analysts and account managers.
We are looking for an experienced and flexible professional who is eager to perform diverse tasks and take on several different responsibilities on a day-to-day basis. The successful candidate will be extremely well-organized, detail oriented and adept with numbers. Experience as a bookkeeper or in a related function is required as is experience in support of events. Ideally, you will be familiar with the US federal government and the basics of human capital management.

CHCI Fellowship Program
Description:
The CHCI fellowship program offers recent graduates a rewarding opportunity to put academic study to real life practice. The fellowship assignment will give participants the opportunity to work on challenging projects focused on human capital management and revitalizing the federal workforce. Fellows will conduct research related to public policy and the enhancement of CHCI’s human capital best practices library. Each project assignment will be determined by the individual's background and interests. Fellows can expect to interact with current and retired senior government officials, congressional staff members, and others who are focused on improving the federal civil service. The fellowship offers challenging and rewarding work that provides exposure to public service while building skills and experience.
Eligibility Requirements:
- Applicants must be currently enrolled or recent graduates of an accredited graduate school program.
- Applicants must have a minimum grade point average of 3.25 on a 4.0-point scale.
- Applicants must be U.S. citizens or hold permanent resident status. No age restrictions exist.
Evaluation and Selection:
The selection of applicants will be based on applicant’s academic performance, phone or in-person interview and recommendations. Selection will be made by the CHCI Executive Committee.
Stipend:
A stipend will be provided and determined based on qualifications of the applications. At the successful conclusion of the fellowship, participants may be considered for permanent employment with CHCI.

Position: Human Capital Fellow Positions

If so, the Center for Human Capital Innovation (CHCI) may have the opportunity you’re looking for. Our mission is better government through human capital management and we’re looking for a few talented consultants who share our passion.
CHCI has ongoing opportunities for talented recent graduates from business, public administration, political science and HR/Human Capital Management programs who have a keen interest in serving government. Those selected will be responsible for supporting analysts and consultants with research in all areas of human capital management, including workforce planning, change management, leadership development, performance management and other human capital initiatives. You will contribute to exciting initiatives that are improving government. Throughout your one-year fellowship, you will learn continuously. All fellows who complete their assignments earn CHCI’s internationally recognized designation as a Certified Human Capital Innovator.
Key Roles
Fellows will support the needs of analysts and consultants in the development of research products and deliverables for clients. Fellows will perform secondary and original research required for consulting projects, workshops, events and white papers. Fellows will be required to write reports or portions of reports, white papers and articles. All fellows who complete their assignments become published authors.
