President
Allen R. Zeman is the President and Founder of the Center for Human Capital Innovation (CHCI) – the principal underwriter for TMGov. He formed CHCI after a 20-year, SES-level government career where he served in various Pentagon assignments and in multiple deployed assignments. For the Chief of Naval Operations, Allen was the Director of Naval Training and Education (N7), responsible for the plans, policies, budgets and directives for all military and civilian development, leading the world's largest professional development organization.
Prior to that, he worked for the Secretary of the Navy as the Director of Manpower and Training where he laid the foundation for the Navy's Revolution in Training, a systematic innovation in training design and delivery that led the Navy to new e-learning approaches, greater accountability and significant improvements in effectiveness and efficiency. In his Director role, he strengthened the tie between the providers and customers of Navy training, pioneered e-learning programs and established a complete set of Navy career maps. Prior to these assignments, he was deployed for four years with various Navy commands in the Pacific Fleet and for four months with the Marine Expeditionary Unit in support of operations in the former Yugoslavian Republic.
Allen's last government assignment was as the Chief Economist for the Iraqi reconstruction effort in Baghdad from 2004 – 2005. There he led the Embassy's Office of Strategic Analyses (OSA) responsible for the Cabinet and congressional communication about the reconstruction and development of Iraq. OSA reported directly to the U.S. Ambassador to Iraq and determined resource allocations for the Iraqi National Budget and the Iraqi Relief and Reconstruction Fund, the $24 billion fund established for the post-invasion reconstruction efforts in Iraq. Allen also served as the Senior Advisor to the Deputy Prime Minister of Iraq. After his assignment to Iraq, he left government service but continued to work in the international development field as the Vice President of an international development firm supporting USAID.
Allen is also an associate at The Spectrum Group in Alexandria, Virginia working with numerous clients in the training, manpower, medical, and operations research fields.
Allen's Ph. D., M.S. and B.S. are in Economics and Business from Florida State University. There he was a member of the faculty and a frequent lecturer for the Center for Professional Development. Allen became an ICF-certified Executive Coach in 2011. His current areas of expertise: Human Capital Management, Government Systems, Learning, Labor Markets, Economics, International Development, Lean Six Sigma, Defense, and operations research.

Principal
Allan Schweyer is the President of Talent Management in Government (TMGov) and a Principal at the Center for Human Capital Innovation (CHCI). Mr. Schweyer directs CHCI’s research efforts and leads the design of new human capital transformation systems tailored specifically for federal, state, and local government.
Prior to joining CHCI, Mr. Schweyer was the President and Executive Director of the Human Capital Institute (HCI). He helped start HCI in 2004 as its first employee and was instrumental in growing the organization to more than 150,000 worldwide members by 2009. Trained as a labor market economist, Mr. Schweyer has contributed to the field for almost two decades.
He is the author of the book, Talent Management Systems (Wiley & Sons, 2004 and HCI Press, 2009) and has published extensive articles and white papers in dozens of popular media and industry specific publications worldwide.
Mr. Schweyer is an internationally respected analyst and speaker on the topic of transformational human capital management for individuals, organizations, regions and nations. In 2009, he was recognized as among the “100 Most Influential People in HR and Talent Management” by HR expert John Sumser.

Senior Human Capital Executive
Mr. Horoho is a Senior Human Capital Executive at the Center for Human Capital Innovation (CHCI), where he works at both the strategic and operational level in the areas of policy development and implementation, leadership development as the center piece of a human capital strategy, and operations and planning.He capably applies executive competencies of leading change, leading people, applying results-driven approaches, building coalitions and the leadership competencies associated with business acumen in all actions.
Prior to CHCI, Mr. Horoho has 31 years of experience as an Army leader. Mr. Horoho led the administration of management of resources for the Army’s largest departmental staff element comprised of eight directors, 2,500 people, and a one billion dollar budget. He provided full spectrum strategic and operational management of human capital functions, from workforce planning to measures of effect, and resourcing. He designed and implemented a Senior Fellowship program for Army civilians that identified high-potential senior civilian talent and groomed them to become future Senior Executives. In addition, he has crafted policies and strategies employed by the Army to pace the RC contribution to the war on terror. Mr. Horoho has extensive management and hands-on experience in both public and private sector operations in the area of workforce development and capabilities utilization.
Mr. Horoho has a B.S. in Education from the University of Rhode Island and a Master’s in National Security and Strategic Studies from the Naval War College. Mr. Horoho is a Certified Human Capital Strategist.

Senior Human Capital Consultant
Rita M. Hilton is a Senior Human Capital Consultant at the Center for Human Capital Innovation (CHCI). She collaborates with clients in the area of strategy and leadership development,manages coaching activities, and provides coaching services. She is particularly interested in working with clients to address the overlap of Human Capital Management and results reporting challenges that leaders face.
Rita comes to CHCI with a wealth of diverse experiences. She has worked as an institutional economist at the World Bank (1991-2005), and in a variety of roles as a leadership educator and consultant (2005-2012). Both at the World Bank and subsequently,Rita has worked with a variety of clients—private and public sector—to design and deliver organizational and leadershipdevelopment interventions to improve performance.
She has taught at The George Washington University (as Senior Executive in Residence in the Trachtenberg School of Public Policy and Public Administration), conducted needs assessments, and designed and delivered courses and coaching services for a range of clients.
Dr. Hilton has a PhD in Public Administration from the Maxwell School at Syracuse University, as well as graduate degrees in Economics (Syracuse) and Industrial and Organizational Psychology (George Mason).

Research Analyst
Tom Myette serves as Program Analyst for the Center for Human Capital Innovation (CHCI). He also serves as the webmaster for CHCI’s company website. He is responsible for all aspects of its design, implementation, and for regular updates to keep it current.
An important aspect of Mr. Myette’s position is to conduct research on best and next practices in human capital management, perform data analysis, and draft statements of work. Recently, he prepared a human capital management business case for the largest organization in the federal government.
A graduate of Dartmouth College with a Master’s Degree from the University of New Haven, Mr. Myette was selected as a member of Dartmouth’s Gryphon Senior Honor Society and is a member of Alpha Sigma National Criminal Justice Honor Society.

Director of Operations and Education
Jessica Alvarez manages the Center for Human Capital Innovation (CHCI)’s educational operations and serves as Director of Operations. Ms. Alvarez joined CHCI after ten successful years of program, organizational management and fundraising in the Washington metropolitan area’s nonprofit sector.
Ms. Alvarez held positions with the D.C. Department of Corrections and served as the communications and development director for a child welfare organization. She also led the Latino Leadership Institute, a grassroots community leadership development program created to encourage civic participation in the metropolitan area.
Ms. Alvarez has international teaching experience and brings to the team solid communications and public policy knowledge, in addition to a wealth of adult and popular education expertise. Ms. Alvarez is a certified interpreter and translator. She holds a B.A. in Political Science and Early Childhood Education.

Human Capital Analyst
Katina Gracien is a Human Capital Analyst at the Center for Human Capital Innovation (CHCI). Ms. Gracien's responsibilities include, but are not limited to, providing technical and analytical support to CHCI's projects, contributing to bid and proposals, and business development. She also provides human capital thought leadership through her contributions to CHCI's talent management portal, TMGov.org, and in Leadership Excellence in Government magazine.
Prior to joining CHCI, Ms. Gracien worked as an applied organizational research analyst where she worked on a variety of projects. In this position, she facilitated focus groups and interviews, administered surveys, assisted in the development of surveys, collected and analyzed data, wrote literature reviews and created training manuals.
Ms. Gracien graduated from North Carolina State University located in Raleigh, NC, with a B.S. in Statistics and a concentration in Psychology.
Fun fact: “I enjoy singing so much that while I'm at home, I (unintentionally) will start singing my responses to various family members. They always seem shocked at my ability to behave as if I were in a live musical!”

Logistical Support
Michael Melanson handles Logistical Support at the Center for Human Capital Innovation (CHCI). His responsibilities include supporting the President and the Director of Operations. In addition, Michael helps coordinate with the Events Team and manages small-scale projects within the office.
Prior to joining CHCI, Mr. Melanson provided press support for a Senior Senator on Capitol Hill. Other experience includes working in the federal workforce as an environmental specialist for two consecutive summers.
Mr. Melanson graduated Cum Laude from Syracuse University with a B.A. in History and a minor in Psychology.

Assistant Editor and Community of Practice Manager
Angela is a 2011 graduate of Smith College, where she majored in English Language and Literature and minored in Spanish, spending one semester abroad in Córdoba, Spain. During her time at Smith, Angela worked at the College’s Museum of Art, developing educational programs. Her specialties include research, writing and editing, and data organization.

Portal Manager
Raman Singh manages the Center for Human Capital Innovation (CHCI)’s Talent Management in Government portal (TMGov.org) with his team based in Chandigarh, India.
Mr. Singh has more than 12 years of experience in various industries handling team sizes of more than 100 at a time. Between June 2003 and July 2005, he managed the Corporate Insurance and Key Man Insurance sales at ICICI Prudential, the biggest private insurance company in India and one of the biggest in Asia.
Mr. Singh is an expert in online research and offshore resourcing and has been instrumental in setting up various offshore operations in India from scratch. He has executed research projects for clients including Bank of America, Ladders.com, Rio Tinto, Monster and Harvard Business Publishing.
